Minutes of Maxton 21 Meeting held on Tuesday 17th November 2015

The minutes of the meeting of 6th October were accepted as an accurate record
Isobel presented the up-to-date figures which showed £8102.76 in the bank account, with £1032.51 in the Charity section. Annual insurance paid and PRS due.
Maxton Meets Mark Douglas. Interesting and informative talk with 12 in attendance.
Sunday 13th December – Parish Get Together. Maxton Village Hall at 3pm. Festive cheer and nibbles. BYO. All ages welcome.
Sunday 20th December Village Carol Singing - Meet in Car Park at 6.30pm. Bring torch or lantern. Carol sheets provided. Clothing appropriate to weather and occasion. Collection to - “Maxton 21 Charity for 2015” – Border Search & Rescue.
Hogmanay Thursday 31st December – Ceilidh – 7.30pm for 8pm. BYOB and Plate of Food. £5 per adult, children free.
Pinboard for Hallway: Costed and will be agreed once the future of the Hall has been decided.

Nothing to report – all quiet
As there are only two affiliated villages still active, the TCA Committee wishes to close the official link. We can still be linked, but informally. Our copies of Ton Talk would cease unless we become Associate Members of the TCA, and pay our subscription. Dave and Joe, our contacts, are in discussions with the TCA about the situation which they see as unsatisfactory. Meanwhile we will await the outcome.
Any Other Business:
Felicity is once again sponsoring and producing a card to go out to all households within the Parish. It will be delivered with the Church Newsletter at the end of November. Our thanks to her.
Future of the Village Hall
Assurances have been received from SBC that Maxton 21’s lease on the hall which expires in 2022 will be honoured in full. Should we wish to make any changes in the current arrangements we should contact SBC Estates in the first instance.
Change to the Constitution to Exempt the Hall from Water Charges
The necessity to change our current Constitution because of the change in Scottish Government Regulations regarding Water Charges which come into operation on March 31st 2016, now becomes urgent. It will be necessary to seek and be accepted for Charitable Status to gain exemption.
After discussion it was agreed that, as per the existing Constitution, an Extraordinary General Meeting would need to be held, and in accordance with the Constitution, every household in the Parish would need to be informed and invited to attend. The date of Tuesday 15th December at 7.30pm was agreed, and an addition has been made to the Christmas Card to highlight this meeting, and invite residents of the parish to attend.
In addition, with time pressure on regarding application for Charitable Status, a provisional progress meeting has been pencilled in for Tuesday 12th January 2016 at 7.30pm.
Borders Holiday Group
A copy of the diary of the 2015 trip to Austria, with accompanying DVD has been received and is available for people to see. Charlie has it.
Date of Next Meeting:
Extraordinary General Meeting on Tuesday 15th December in Maxton Village Hall at 7.30pm. As the future of Maxton 21 and the Village Hall is at stake, a full turnout of Parishioners is requested.
A Provisional progress meeting has been pencilled in for Tuesday 12th January 2016 at 7.30pm.
